and the researcher is talking about the social design of systems of control. Which although they can include architectural design, in this case Zimbardo is referring to chains of command etc,

you've equated 'design' with 'architecture', subtect. it doesn't appear to me that this is what mr zimbardo is talking about at all.
most of this article is about the 'design' of the system or program that put a group of people in charge of another group of people with no oversight.
architecture gets enough of a bad rap as it is. don't make us complicit in this, too!
