The total area of the site is 69,307 square meters; the plan is to build a scientific research office and testing offices in a complex of tower and linked supporting building on the west side of the site. The landscape is to be designed to accommodate both the new and current buildings. To the east side of the site will be two staff dormitories for 800 people. The staff dining room and club will be established in the podium of the dormitory buildings. As a part of the program, there is also meant to be included an activity area and annex building for an existing facility.

The view to the north side includes Badachu Park, Forest Park and the Xishan beautiful landscape appearing before your eyes. Directly to the south side of the site is an urban green space, but with the more distant view to the south side, at a suitable height, one can see the city landscape. In fact, the current off-site buildings located to the south side of the site are distant from the site, and thus, will not influence the daylighting conditions on-site.

Our design concept is aimed to keep the overall completeness of the site, and emphasize the central value of the main existing building with the new plan layout. The new scientific research office building and the dormitory buildings are extended from current building complex to create the appearance of arms reaching out to guests visiting. The center of layout plan is a circular landscaped plaza; the purpose of which is to organize all functions in a radial pattern and to be pleasing to the eyes.
