As far as building codes, legislation and regulations which are the easiest or hardest places to work in?
From my experience of 4 years working in Portugal I can say here is a bit complicated: building legislation is scattered and usually each municipality seems to have their own interpretation of certain rules. Other than that there are many other entities that have their input on the project apart from the municipality - some local, some regional, some national.. Sometimes is a headache just to sort out which entities overrule which.
Being interested in relocating to an easier country to work in, I would like to hear your take on this subject.
