I'm working my way through AREs in a state that is not California. I've moved a couple of times since I've started so I'm sticking with my original base state. What is the process if I get an NCARB certificate to get licensure in California in a couple years when I move home?
If you get the NCARB certificate with an accredited degree (more than enough for CA, which doesn't require it) and pass the ARE, I believe the extra hurdle, and it's not a cakewalk, is the supplemental exam. It has transitioned from being administered orally, every other month or so, in either the northern or southern part of the state, to being a multiple choice test. Contact the CA State Board or look at their site.
Interesting - you could do it without NCARB, per the bottom of the first link, but if you've got the accredited degree, IDP, and the ARE, you might as well go the NCARB route. I recommend that because 2 out of 3 adjacent jurisdictions to CA require it, along with an accredited degree, anyway.
NCARB Reciprocity in California

Thanks Observant, I have (or will have), all of the mentioned criteria. Just 300 IDP hours left to go. Thanks!!
