This project was a government office located on Liao Ning, in Northern China. It is about 22,000m2 with three buildings, one grand plaza, and one spacious garden at the front of the plot, to create a wealth of public green spaces.

The most important concept of this project was to demonstrate the significance of the Chinese government and to create a visual hierarchy for each department in the complex. This is reflected in the design by having a large plaza in the middle of two buildings, with smaller structures in order of ascending size, and followed by the main building , flanked on either side by convention centers.
