Inspired by the whirl streams of the sea, shoals of fish, and swirling starlings turning the sky black, 3XNs winning proposal is called ‘Whirlpool’. Indeed, from the round centre hall of the building the different parts are ‘whirled’ in the slightly curved sequence of rooms.

whoa, the Bilbao Effect is bulls**t
actually, i normally think that 3xn does some pretty impressive work. this looks really awful...
but maybe i'm just rejecting it because the building takes up less area than the ginormous parking lot which would be alot better as an estruary-type space, perhaps...
Formalism reaches another level of absurdity. Modeling a child's pinwheel in rhino as architecture makes one wish for a higher level of design rigor in these "winning" schemes.
It would make a decent third year student project.
