Maybe people not familiar with Coney, or how any great boardwalk with a lacey tower works spacially, won't notice how odd it is that the visitor center isn't to be sited on the boardwalk nor even allow people to walk up to the Parachute Drop tower. Celebrating the boardwalk and the tower were supposed to be the central ideas of the competition. The developer's odd siting conditions seem to have prevented any of the designers from doing either.
