Project is located at the outskirts of Tbilisi, on David the Builder King avenue, on the way in to the city. The plot is situated on the edge of the avenue with a parking area behind. The surrounding area is mostly industrial with a few public buildings and hotels.
While working on the concept of the building our aim was to design the building as a solid functional body with distinct state office look. Since the building would inhabit Prosecutors house, the Idea was to represent the uncompromising nature of the legal system. The result was stark geometry of the black frame with transparent geometrical forms. It is a monument to both privacy and transparency at exactly the same time - which reflects the dignity of law and justice. In the night, when geometrical forms are lighten up, the building gets transparent. In contrast to the openness of the front facing facade, the back of the building is smooth and functional with few windows. The buildings black frame has transparent, geometrical volumes suspended within it. 70% of the building is freestanding away from the sides and the ground creating an impression of ‘floating’ forms. The volumes make way for a passageway to one side of the building, creating a physical transparency of the building that is alluded to throughout the design.
The brief was to create work-space for 60 members of staff, a substantial lobby and car parking. Work began in May 2011 and the building was completed in early 2012.The ground floor serves mainly as an access point, with security check-in, to the main distribution lobby on the 1st floor. The heart of the building is a staircase which serves as a transitional point between civilians and law-makers. The interior intelligently uses glass to create a feeling of transparency and light, in contrast to the dark impenetrable framework. The geometrical forms of the building are shifted on top of each other forming terraces and balconies. The top floor is dedicated to the Tbilisi Prosecutor's office, a meeting room, a mini-canteen and a veranda. There is a sky park situated on top of the building designed for conferences and celebration parties. Building facade opens in two directions, one part of offices are oriented to the avenue, and the other one is facing the backyard with open car park. Building has two levels of underground parking for 27 cars.
