Elmira Downtown Revitalization Initiative (DRI) Zoning Update

Collaborative Effort by Elan and Politi Architecture

Politi Architecture, in collaboration with Elan, played a key role in updating the City of Elmira’s zoning ordinance with a special focus on the Central Business District and surrounding neighborhoods. This rezoning effort is part of Elmira's ambitious Downtown Revitalization Initiative (DRI), aimed at transforming the city’s core into a vibrant, sustainable, and pedestrian-friendly urban hub.

As part of the rezoning process, Politi Architecture developed a series of detailed 3D models that showcased the existing site conditions, as well as the proposed changes to the urban landscape brought about by the new zoning updates. These models allowed city planners, stakeholders, and residents to visualize the potential future of Elmira’s downtown.

Key Objectives of the Zoning Update:

  • Promote Sustainable Infill Development: The zoning update encourages development in vacant lots, revitalizing underused spaces and stimulating local growth. This initiative supports the renovation and adaptive reuse of existing buildings, preserving Elmira’s historical charm while injecting new life into the urban fabric.

  • Enhance Walkability and Sense of Place: The update prioritizes creating pedestrian-friendly streets and vibrant public spaces, encouraging foot traffic and making downtown Elmira a more welcoming and accessible environment for residents and visitors.

  • Implement Robust Development Standards: Utilizing Form-Based Codes as the primary zoning tool, the update ensures the development of well-designed buildings, public spaces, streetscapes, parking, and circulation. These standards provide clear guidelines for creating cohesive, aesthetically pleasing urban environments that support the city’s growth.

  • Preserve Elmira’s Urban Character: The zoning changes maintain the distinctive architectural and cultural character of Elmira’s downtown. By enhancing the compatibility between buildings, streets, and public spaces, the zoning update reinforces Elmira’s unique identity while fostering a sense of community.

This project underscores Politi Architecture’s commitment to promoting thoughtful, sustainable urban design solutions that support vibrant and functional communities. Through the Elmira DRI zoning update, Politi Architecture and Elan are helping shape a more dynamic and future-ready Elmira.
