The Urban Master Plan included the adaptation of the existing harbor for marina and fresh water holding tank for large aquatic mammals. The Museum was designed in the style of traditional market pavilions of similar fishing harbors of the area and featured a sequence where the visit passed through a private courtyard and then decends down a ramp so that the exhibits and depths increase as though they were walking out into the ocean.
Eventually the visitor arrives at an enclosed under water viewing tunnel that houses a vast collection of exotic aquatic life.
