The tower, emerging from a base related to the street level, is shaped by the forces of the metropolitan-urban structure, the movements of the street and the pressure of the main square.

To the north, a large wing protrudes from the tower covering a large new public square that forms the main entrance to the project.

The lively and expressive colors of the building are related to the character of Tirana.
