This is a false choice. It's not like anyone's sitting in an office looking at a pile of money and thinking "More art ... or Giant Balloon?". It's a fundraising proposition, more (and different) people will be willing to contribute to the Giant Balloon than would be willing to throw in on a "hey, we need more art!" pitch.
The Giant Balloon (besides having a long pedigree in art and architectural history) will raise the profile, dialogue, and interest surrounding the Hishorn - and probably raise attendance, too. Which will all generate more revenue for more art.

You're right, 765, that "how much art can $5mil buy" is a strawman.
Also, the author asks "Is that art, or a movie, in the rendering of the interior?" If she's familiar with contemporary art, she would know that a lot of it these days takes the form of video, Pipolitti Rist and Douglas Gordon being just two world famous examples.
dsr are certainly architects but, given that they've had their own exhibits in esteemed art institutions (the whitney's is the one i visited), maybe they're both art and architecture?
i don't think of them as artists, personally but, in the terms of ms dobrzynki's commentary, this can be thought of as an addition to the collection of sorts.
