Their plan, at least initially is to repurpose a deep sea oil platform.
We read;
In essence, the seastead would consist of a reinforced concrete tube with external ballasts at the bottom that could be filled with air or water to raise or lower the living platform on top.
The spar design helps offshore platforms better withstand the onslaught of powerful ocean waves by minimizing the amount of structure that is exposed to their energy.

I got too excited about this kind of stuff when I was a kid to give any of it much credence now. Lies, all lies.
sure, but they can get famous with that and then get commisions. Isn't that the way it works nowaday?
I mean, check the Eiffel tower hoax, or the city tower of popularchitecture that gets so much press while it's just a bad remix of old 60's tunes...
