The Cuomo administration is tapping two discretionary funds to steer nearly $47 million to an outlet mall on Staten Island, a multi-pronged subsidy that increased after the developers contributed $85,000 to the governor's campaign.

the bigger problem than government subsidies for malls is that the mall here is mostly empty. How much shopping do people really want to do anymore ....
No, the biggest problem is that private campaign donations get multiplied 500 times and returned to those private interests from public funds.
This is corruption, plain and simple. Cuomo and the developers should be in prison.
1,000 to 1 odds this is not a reputable mall developer. Typically, in places like New Jersey and New York, funds from corrupt unions are used to invest in mall construction. The money is given to corrupt contractors that overcharge for little or no work and to pay off the union management that approved the investments in the first place. They go back to the union for additional funds as often as they can, finally declaring bankruptcy and leaving the mall unfinished. The union and public officials are enriched, the union itself takes a massive loss. Putting public money in a turkey like this is a new twist. In most states this would be subject to a criminal invesigation. But not New York.
NY is such a racket.
kind of odd such a corrupt story isn’t mentioned in the NYTimes. They are just as corrupt as anybody — basically covering tabloid trump 24/7 and gutting local coverage of NY (not to mention pushing out local newspapers all over the country with secret Facebook deals)
