306090 09 - REGARDING PUBLIC SPACE will explore the conception, production and operation of contemporary public space in the city. Rather than dwell on what public space is, we identify it as the material manifestation of intersecting forces (economics, program, sustainable land-use, etc.) whose manufacture involves a complex set of manipulations both in physical and managerial territory.
This issue of 306090 will therefore test ways in which we articulate the built environment to make public space, interrogating it through practice and theoretical commentary.
The issue will be organized through a set of criteria; a framework for debate that focuses on aspects of public space that both permeate its design and perpetuate its existence in today's neoliberal order: Conception, Production, Aesthetics, Appropriation, Identity and Dissemination. We invite design professionals, real estate developers, researchers, teachers and their students, policy thinkers, environmental analysts, artists, activists and the public in general to submit work that reacts to, illustrates and/or challenges any of these criteria with provocative responses that would question the way we define, quantify and typify public space in the 21st century.
CONCEPTION: That public space be designed and measured as an inclusive and affective material landscape that simultaneously responds to the tactical challenges of a market economy, proprietary complexity and operational facility as well as hidden mechanisms of security and control.
PRODUCTION: The means available to materialize public works vary according to the specificities of place, scale, timing, resources and budget, the influence of these factors in the decision-making, design and production of public space sponsors fabrication and organizational techniques that constantly test the balance between local pragmatic necessity and visionary intervention.
AESTHETICS: Material representation exists in an honest yet critical acknowledgement of public space as a constructed infrastructure that hosts material, environmental and nature based activities. An aesthetic is a product of the performance value of the inseparable systems that constitute its civic integrity rather than a nostalgic representation of a metaphorical myth.
APPROPRIATION: The design of public space must balance the relationship between design and program by setting in place a resilient syntax that establishes behavioral clues yet simultaneously invite personal colonization and change over time as well as a political diagram that manages public and private territorial claim.
IDENTITY: a.) Contextual: New morphologies of public space are hybrid constructs that preserve and integrate existing identifiable patterns of occupation that yield physical, social and historical familiarity to a given place, yet subtly tweak and adjust local features into new spatial opportunities. B.) Autonomous: are self-identifying entities that demonstrate and expose the natural and artificial operations of which they are composed, i.e., rather than react to a given context they fabricate their own. C.)Didactic: provide a critical and educational interface for environmental and ethical practice.
DISSEMINATION: The design of public space exceeds the basic provision of amenities and performs as an adaptive surface that initiates positive impact within its different contextual scenarios. For example, the preservation of old urban zones, the re-generation of post-industrial landscapes, geographical specificity in suburbia or connections across regional territories as well as new typological landscapes that exploit the variables that structure the city that in turn sponsor new patterns of occupation.
