There's alot of archs out there with variations on lead weights in their names. I sifted through a few but i got dyslexic about the lead numbering system because its been an age since i put pencil to vellum.

hmmmm... i wouldn't think so. it doesn't seem to have the grace that siza's hand has. but i could be wrong.
is it portuguese? i can't really tell if it is refined or not. some of siza's proyectos are over-refined in my opinion.
