isn't it a sidewalk that is constructed over a storage space? in my town, it was common for coal deliveries to be dumped into the vault space, then brought into the basement of the building by the owner. Also historically, a place for garbage, and bulk storage of food. I've worked on and in buildings with sidewalk vaults -- not all that mysterious.
