Wilful blindness it seems. He is aware that his license would be mis-used but elected to assume that whatever documents his stamp is on would have received his approval had he inspected them anyway.

that kind of blatant disregard for license/professionalism suggests that's exactly how he operated when he was active
the architect isn't the only party in the story knowingly flouting the law
