If the competition is expected to result in built work in a specific location, then different states have different laws about who can enter. In some you must be a licensed architect in that state, while in others you can enter if you're NCARB-certified but not if you're not certified, while in still others you can enter if you're licensed in any US state but with the expectation that you'll either get reciprocity in that state before stamping anything or you'll hire a state-licensed Architect of Record.
You should always check the state laws, because sometimes those sponsoring the competition have no clue that there are those restrictions, so you can be fully within a competition's rules but be violating the state's laws by even entering. This happens often when the competition sponsor is a non-profit, or a small town, or some other unsophisticated entity that thinks that a competition is a potentially cheap way to get their project designed.
Re AIA competitions: it depends on the chapter. Some make their competitions open to anybody, while some restrict them to only members of their chapter, or only architects licensed in their state, or only projects built in their state, or students studying in their state, etc...

Is there the following requirements for joining design competition?
Is there the following requirements for joining design competition:
1. Has to have M. Arch degree
2. Has to be a member of eg: AIA or other architectural organizations.
3. Has to have an architectural consultant.
For example: Does someone with a degree in MS. Arch, or even Ph.D in Arch, but does not have M. Arch, is allowed to join the competition?
Do they look at Portfolio to see if someone is qualified to participate in the competition?
Or purely judge the winner by the proposed design?
