Is there any issue with recording IDP hours considering I am only paid off the books? As long as my supervisor signs off on my hours, should there be any issue?
It specifically says unpaid positions are not eligible, on page 9, but since you're being paid that shouldn't be a problem. But then on page 10 it says for the work to count for Experience Setting A you have to be "engaged in the lawful practice of architecture" and refers you to each state's guidelines for what constitutes "lawful practice".
Most likely your state doesn't allow off-the-books work to be considered "lawful".

Ethical issues probably.
Read pages 9 and 10 of this pdf booklet IDP Guidelines.
