Modernization of Brisas del Turabo Public Housing Project

“Brisas del Turabo I & II” Public Housing Projects are located at the South-east limit of the downtown of Caguas City, in the Municipality of Caguas, a city located at the center region of the island.  The project site is bordered on the North-east side by the Georgetti Street (State Road PR-183), North-west side by the “Luis Muñoz Marín” Community Public School, South-east side by the “Luis Muñoz Marín” Avenue (PR-32) and South-west side by several privately owned pieces of land occupied by houses located along municipal Lucero Street.  The site has a gentle topographic with maximum and minimum contour lines within levels 68 and 64 meters (MSL).

 

The project consists of 300 dwelling units housed in 42 buildings and an administration building that includes Community Center, Head Start, Electronic Library, Warehouse/Workshop and administrative offices. In addition, recreational facilities consist of one covered and one uncovered basketball court.   There are just 99 parking spaces at Brisas del Turabo I (55.6%) and 70 at Brisas del Turabo II (57% of the total Dwelling Units) for all residents and administrative employees.  There are, respectively 6 out of 99 and 8 out of 70 parking spaces dedicated to handicapped people.

 

  There are 7 garbage stations at Brisas del Turabo I and 7 at Brisas del Turabo II for front loader containers of 8 cubic yards capacity so that the containers are located in them (Containers, in Spanish called “tangones”).   A peripheral ornamental fence was built partially around of the project and there are several segments of fence broken or deteriorated, which should be changed or improved during the modernization.

 

  Fifteen (15) of the total dwelling units (5%) are partially prepared for mobility handicapped people, scattered throughout the site.  There are Six (6) units (2%) dedicated to people with audible and visual impairments.  A summary table provided by the asset manager with the distribution of these units is included in the section XI of this document.    

 

 The occupation date occurred on November 30 and September 30, 1970, respectively, which means 42 years of services.  The housing projects are located at Savarona/Tomas de Castro ward in a parcel of land of approximately 43,256 Sq. Mts., equivalent to 11.01 “cuerdas”

(10.69 acres) and 23,699 Sq. Mts., equivalent to 6.01 “cuerdas” (5.86 acres).
