Apparently they thought having abolted on facade overlaying all the modules wa smore aesthetically appealing? or maybe it was required by code..
If you've ever been to Wolverhampton you' d be surprised it wasn't pebble-dashed all the way up...
It should be pointed out that this is student acommodation so the 'apartments' are very small and usually all identical.
