PDX's Office of Sustainable Development is creating a policy wherein if you don't meet prescriptive guidelines (LEED, EarthAdvantage, equiv.) you get to pay for your future carbon emissions, if you go above the bar, they pay you. Innovative or too regulatory?

IMHO, this needs to be done at the national level. Create incentives for green performance via tax icredits etc..
