nam, If we are to beleive the facts described in the article this does not necessarily sound like a bad thing, I think that you are criticizing Boris for no real reason.
- The article mentions the DfL managed to complete 5 projects in 6 years. Wow! 95 to go...that's a long way to go at that pace.
- DfL has been accused of having a "list" of favoured architects.
- Will Alsop is of the opinion that DfL sponsored projects resulted in "bland modernism", and I must say: I agree. The proposal were always very boring "let's all be happy, lets hide the dirt" wishful thinking kind of thing.
The new directorate will have a budget 25 times larger that DfL's. Will that turn into some real action or more waste than in the previous government? we will have to wait and see.

However, i wonder, while they may not have achieved much under the previous setup one wonders if creating or subsuming it under a new bureaucratic entity will do any better.
Plus, more generally while Boris seems to be all about the "environment" i am somewhat dubious as to his real desire to actually do anything significant.
Based on a number of recent actions etc..
That being said his administration has made some recent interesting proposals such as unearthing small sections of various streams/rivers within the metropolitan area to create more green space.
