Abu Dahbi and Dubai are little more than a desert mirage - how can one expect to grow capital markets based on Sharia, or Islamic banking laws that forbid intrest? That has a board of directors, appointed by the Islamic spiritual leaders to oversee ALL Islamic banking institutions? The only answer is growing the amount of capital under management by growing Islam itself. Truely free and inovative cities are typicaly dirty, and a bit rough. Like NYC or London or free Hong Kong - these are places were people are free to succeed and to fail, and the city reflects this dichotomy. One should be suspect of any city that is too clean.
