Larry Silverstein’s plans to transform downtown into New York’s next Class-A neighborhood have long been in the works. Yesterday morning he filled in yet another piece of the puzzle when he announced that Four Seasons Hotels and Resorts has agreed to operate a hotel and condo development at 99 Church Street. The tower, currently being designed by Robert A.M. Stern Architects, will be 120' taller than the adjacent Woolworth Building. Architect's Newspaper
