what a bunch of misleading bullshit... *rolling eyes*
as usual when a foreigner does a report on what happens -and what happened- in other places of the world it barely gets half of the story...
the ring roads were planned as far as in the 1900s, were redesigned several times -in the 1910s, in the 1930s -with Corbu and the GATCPAC guys (Sert, Torres Clavé..)-, in the 1950s and the 1970s- ... and if sometimes they are praised as the best work of "architecture" from the Olympics is because they weren't built as "ribbons on a Christmas parcel", there's much more architecture than engineering in the Ronda de Dalt, there are multiple pedestrian connections, even neighborhood equipments just ON the ring roads, etc.. but then, this socialist guy has not probably seen more than a hundred meters of the ring...
in fact the ring roads served to let the central parts of the city lighten up the local traffic, which from all the olympic facilities from 1992 has been, with time, the most applauded, BY BARCELONIANS THEMSELVES, urban operation of that time..
and housing and land prices goin' up in the last 5/6 years has nothin' to do with the Olympic Model at all, in fact, it has been since the late 1990s when they have rocketin' up ALL over the Spanish state -socialist or not-
