Los Angeles County transit leaders on Thursday agreed to develop plans for toll roads within the next three years. The idea is called "congestion pricing," in which motorists pay to use less crowded lanes. Critics call it creation of "Lexus Lanes" for the rich. LaTimes

I feel like I heard something similar about New York, how congestion pricing would make them eligible for federal money. So this idea is coming from the federal government?
Apparently, yes:
"The Bush administration has made congestion pricing a priority of its transportation policy, this year earmarking $130 million in grants to agencies working on toll road-type projects."
