its a bit sad that such a corporate firm won th eday, and its funny in that sawf.org article all the peeps in the pic are starin at Nouvel's model, rather a pic of RMJM
I think this choice though clearly expresses the face and desire of the Russian government and its state-owned business interests. defining what those desires are would take a bit long and more space then is allowed here, but I think it is much aligned to the trends in HK, Taipei, Seoul, and now China's big business cities--which are/were hit with a hail of big trophy buildings. What I'm most surprised at is that SOM didn't win some how!
I can imagine the board meeting;
architect:"You see, it's like a giant natural gas flame. As our renderings show, it would look like a flame."
money:"Ah yes, the flame, that's how we made all our money, and that's what we would put to the citizens if we could. Putin, can we?"
putin:"Not yet."
money:"Ah well, anyways, you're hired."
I kinda liked Rem's moody retro suprematism -- seemed fitting somehow
