Is the North Dakota Capitol Building Ugly?

The Republican majority leader of the Minnesota House on Thursday described the North Dakota Capitol building, which is located in Bismarck, N.D., as “embarrassing” and compared it to an insurance office. His remarks came during debate in the Minnesota Legislature in St. Paul, Minn., about whether to set aside money for repairs to the Minnesota Capitol.
North Dakota’s governor has bitten back at a Minnesota lawmaker who compared his state’s Depression-era Capitol building to an insurance office, calling the critic ignorant of classic architecture.
The Capitol in Bismarck was built during the 1930s with a plain concrete and stone exterior, ostensibly to keep costs down.

Having said that, I rather like it's foreboding sense of austerity but without visiting in person I certainly can't endorse it either.

Spike, we're too busy arguing about student loans to worry about the fact that before those loans are paid off we won't have any safe drinking water anywhere, anyway.
Yes, it's hideous. Insurance office is the word. Makes Florida's "high-rise" addition to their capitol building, because the original one is too small, look leaps and bounds better.
