I can see James Corner Field Operations winning this, but my favorite is Agence TER and Team. I think leveling access across the site, creating one level street plaza is a very smart idea.

The Agence TER/Team proposal is the one project that does it's best not to clutter the site with fancy new shiny stuff and instead tries to make something that engages the context. The first rendering of the colonnade show a lot of restraint, even if the second image and the aerial clutter it the space.
Really interesting project on a historically important site. Go, redesign!
But... we're architects here. How about a site plan for each of the four?
