What's going to keep this "hanging" eco system from turning into a very uninviting burnt out hard packed gullied debacle? You need plants to stabilize earth, plants need water, and even in a desert can tap water dozens of feet down. Won't work on a bridge!
Perpetual irrigation will be needed. No reason a well couldn't be drilled nearby and a solar powered "water feature", a tricklet running from center to sides, a few drip irrigation heads. Water will even attract wildlife from miles away, encouraging use of the overpass. Now yes, there is a drought, and there is also a fanastic and utterly wasted water resource nearby, the highway whose runoff is in the tradition of CA, no doubt channelized into 300 foot wide concreted rivers to speed it's journey to the sea. Divert a mile of road into recharge basins, and that would recharge the water being drawn off. Synergy.
