Nicolai Ouroussoff explores the many construction projects, underway or planned, in the very center of Mecca, from train lines to numerous luxury high-rises and hotels and a huge expansion of the Grand Mosque. The historic core of Mecca is being reshaped in ways that many here find appalling, sparking unusually heated criticism of the authoritarian Saudi government.

Hajj is the fifth pillar of Islam involves a lot of money if you have it. But it is not the only pillar of Islam involves and based on economy. Fourth pillar, 'zakat' which specify how much of your income you must give back to society, to the needy and to your community.
These systems are very contemporary in relation to Judaism and Christianity. They have specific calculations to decide the obligatory taxes and the rules of money, property and commerce. They are well defined in Quran and specifically calculated with real numbers and figures. I am not an expert on them but they exist. Business is also well intertwined with Islam.
So, back to Mecca, Hajj and Nicolai in light of that. He is right and it is Las Vegas including some Hadid and Foster buildings coming up (maybe other architects too.) Income from Hajj does have a big role in Saudi economy. It was inevitable since Saudi Government demolished the Al-Ajyad castle few years back. I would've hired OMA to do the masterplan because of their research for Dubai Renaissance.
Good thing pilgrims are focused on Kaaba and after that, they want to go to shopping just like any other faith tourists and treated with luxury as high-roller guests in these buildings.
I think this development is literally right on the money, and describes the Muslim pilgrims' preferences well. Go Chanel!
Even the green clock, reminding the pilgrims "the time is money," doesn't help that much.
In near future, there probably be a circle of towers around Kaaba and maybe than it will be okay(?)
