It does look like Legoretta + Legoretta - I was thinking its an update to one of their existing buildings maybe... Looks like a convention centre, campus building or maybe an office.

That has got to be Mexican. Something about it just feels that way. I too thought Legoretta, although I don't recognize it at all.
Could be a Barragan/Legoretta rip-off - I am sure there are plenty in Mexico.
