In the summer, when there was no rain, and no municipal sewage system (still isn't), everyone fly-dumped their sewage into the storm drains. Now that it has been raining, several months of sewage have been flushed out into the Gulf as if it was rain water... What a shitty collection of under-infrastructured, poorly built towers in the sweaty desert.
