go to the Allegheny County website. I was able to find some GIS info on there for a competition project this past semester. It has topo lines, roads, etc...
I have one of the downtown area including some of north side, mt washington/southsouthside ,and goes behind the civic arena going up into the hill district. it has all the roads and bridges modelled along with the buildings. BUT here the kicker, it doesnt have topo lines or elevations
