American student working in Europe

For anyone who has taken a summer internship in an EU country (Belgium, most specifically but any EU country is applicable)--

How long did it take to go through the process of obtaining a work permit?

Considering the short amount of time that I have between now and when I might be expected to start, (June 4th) I am afraid that a work permit may not be able to be processed on time.

The fear that the work permit may not be able to be processed on time is what is withholding my potential employer from guaranteeing me the job.

Anyone who might have some experience with this--anything you have to offer would be greatly appreciated.

do you need a work permit for just a summer job? And what passport do you have? I would think Belgium would be similar to Germany, where a US citizen can work for upto 90 days in the country without a visa. My first German Visa took 3 days, my second one took 3 weeks.
