i think it depends who you're with. if you work for SOM or some other US-based firm working in China, your salary is probably higher than working for a chinese firm.
a US-educated person would most likely get more than a local. it also depends on the degree (undergraduate? graduate?) and the office you're applying to. i think holybottle's numbers would have been correct for maybe 2 years ago, though salaries have risen somewhat since then. if you look long enough and in the right places, you could probably start at twice that.
don't bother converting indian rupees to dollars. it's a mug's game. for a fresh grad, you can live quite well on 15,000-20,000 a month.
