The best way to get heights and locations in tokyo is (?)

Hi. Anyone think they can help?

I'm trying to make a site model for part of central Tokyo. What I'm trying to find is the best way to get building heights and locations. Right now, I know of Google Earth, but there are no 3D buildings featured. So I got the streets at least.
This website "Skyscraperpage.com" has some nice data for biulding heights, but it only goes so low in their scale and scope. when I use the word 'best' I mean what is the best way to go with out being in tokyo, or ever having been, or paying a lot of money, and still captuing most of the infill.

if you can actually get there....at the city of tokyo government offices, within the planning department, they have building height maps. In english/japanese. Free of charge and of course, super efficient. Try writing them, if you can't get there yourself.
