How come tender period is different in the US compared to Canada?

In Canada, most firms I worked at

We go from Permit -> Tender -> Construction sets. 

In US, most firms go

From Permit (also bidding process happens here) -> Construction Sets

Typically, in Canada, we go for Permit around 75% finished set. Ensuring that all the code related stuff are met. Then while the city is reviewing the permit set, we finish off the rest of the drawing. And issue a tender set to the client, who will distribute to the GCs betting on the project.

It depends and there is no standard.  I have both types of projects on my plate ATM.

Yeah you're making a lot of assumptions based on your own experience. I've done the process every which way and they're all valid depending on the circumstances.
