Washington state - residential design and permitting question

Hi all,  I have a client that is looking to build a new home in Bellevue. I understand that you don't need to be a licensed architect for the design but what about:

1. Engineering: Any seismic engineering requirements? Any structural engineering will be done by a local firm.

2. Codes/permitting: Any peculiarities or issues one should be aware that should be addressed in the construction documents / permit set? 

3. Any other issues with regards to Bellevue?

You should advise your client to hire a more competent designer.  I would suggest someone who does not crowd source their work from real professionals online.

What is your role in the project? As Non Sequitur suggests, these are very basic questions for someone designing a house, but maybe your role is different?

Yes, it's not like the OP is asking something super-specific like state energy codes or something (which being Washington, likely are in place). If I were a paying client and my design consultant offered services in a location they have no experience... I would very quickly move on.
