state ada code may specify handicapped parking sizes along with loading areas and required counts

At least here in Texas they don't work for SUVs and trucks
That's why it's a local zoning issue. What works in New York might not work in Texas, etc.

standard is 2.6m x 5.2m here which is smaller than your typical 9x18.
So your parking is smaller just like the spending power of your dollar?

Chicago allows 8' wide stalls (x 18' long) when the drive aisle is at least 22' wide.
