Which weigh more in grad school application? Grades or Portfolio? Does it vary from school to school?...In particular, what Columbia University values more?

In general portfolio is MUCH more important. The exception would be if your GPA is lower than the school's cut-off (usually 3.0 for more competetive programs.) In that case the grades may hurt you. But as long as you're above the cut-off they really matter extremely little.
