what drives the terrorism alert ratings? do the colors change based on intelligence that we have of terrorist activities? does less intelligence mean we should be more alert & vigilante? or would more intelligence prompt us to prepare differently? do the colors change because the united states is engaged in activity that is more likely to provoke terrorist attacks?
all of it seems pointless because a terrorist best strategy is the surprise attack...and having a 'surprise attack warning system' just seems foolish.
