Does the number 13 has a positive significance in China? Because if a 13 story building was ever built in the US it would inspire enormous superstitious response if it them tipped over.
I don't think the number 13 has any significant meaning in China, or in any other Asian country... but Japanese, Chinese, and Korean people don't like the number 4.
If you look at the rest of the photos, it almost looks like the foundation was placed on mud, with hollow caissons!
(They probably thought the lead paint and melamine would hold it all together.)

i live in a building that does not acknowledge the 13th floor. i always wonder what the people on the 14th floor think. one day i'll ask.

Although obvs not with regards to separation from foundation, the fact that the 13 floors stayed together during fall, inspires confidence(?)..
That's why you need to always measure uplift, especially on pier foundations.
...and, decent soils report from decent officials..
