what a condition! so these men/women are trusted because they are citizens? it would have been better if they just say, they are only opening the competition to US architects because architecture in the country is in dire situation!
The security condition seems a little ridiculous, but I don't think it's too crazy that a country require that embassies are designed by folks that are at least resident in the commissioning country.... anything else would seem to be an admission of national design incompetence.
However, the Baghdad design is an exhibit in design incompetence. The photos I've seen are fascinating - either it's a corporate office building with exaggerated crenelated parapets or those are the ugliest freaking RTU enclosures I've ever seen.
