About 140,000 houses will be weatherized with public help this year, a total that President-elect Barack Obama has promised to raise to one million, which would reduce energy consumption and cut energy costs for households and taxpayers, who often absorb those costs for the poor. Weatherizing a million homes annually would also create about 78,000 jobs for a year, according to the federal Energy Department’s weatherization project director, Gil Sperlin.

sign me up for this kind of public help. we've done as much as we can on our own, but the remainder of the house would require complete stripping of the existing plaster before any kind of effective insulation could be done. and the basement situation: yikes. how do we get on the list?
Excellent grassroots program. This makes complete sense.
and reduces energy demands
steven you may look into "injecting" expandable foam insulation behind the plaster as it is less invasive (bio-foam, icynene, etc.) - but you need an installer with experience.
