The Museum of the City of New York is cutting the ribbon on Wednesday on the first completed phase of a building project intended to give the institution, on Fifth Avenue between 103rd and 104th Streets, more space and greater visibility. “We’ve always been the poor sister to the city museums in London, Rome, Paris and Tokyo,” said James S.
