At least NK money will be going towards making that thing, as opposed to nuclear weapons, or feeding their people (oh wait...)
Is there really a need for this? Not too long ago, out of curiosity I looked to see what airlines fly to North Korea. The only route I could find was a major US airline going from JFK to Pyongyang - nothing else. Considering the insanely tight restrictions on entering/exiting the country, how much demand is there really for a massive international airport?
