in beijing i can imagine this will be a reality once they provide two basic requirements: 1. a efficient and bike friendly mass transit system 2. zone codes which tamp down the expansion of the city

I'm not sure I understand what you mean by "bike friendly". Dedicated laneways? Bikes permitted on the transport?
i think beijing is already very very bike friendly...although the other drivers aren't all that nice--it's better than in changsha or other chinese cities. mostly the term friendly here would be in the context of the size of beijing which feels like LA so i think in order for it to truly work you need mass transit and bicycles to work in tandem...meaning bicycle storage sites alla japan, bicycle racks on buses alla seattle, and ways of permitting bicycles on light rail lines...
